Is God's love coercive?

In his book The Doctrine of God, John Frame addresses this question:

But the issue is most clearly focused in this question: Does God violate our free will in converting us? Yes and no. He makes us believe in him, something we resist apart from grace. In that sense, he forces us to believe against our will. But when we believe, surely, we are doing something we want to do, for God's grace also changes our wants. In that sense, we believe willingly. In conversion, then, God brings us to act contrary to our depraved will, and in accord with a new will given by grace. (424)
